Sponsor Licence Compliance in 2025

Home Office raids, revocations, and what businesses must do

The changes to UK immigration policy in 2025 have already had a major impact on businesses that rely on migrant workers. The increased skill threshold required to qualify for a Skilled Worker visa already means that many organisations can no longer rely on migrant workers.

Now, the Home Office has taken further steps to strictly monitor Sponsor Licence compliance.

Data from recent months released by the Home Office shows that a record number of sponsor licences were revoked for “rule-breaking”. This is taking place as part of a broader crackdown by the Home Office on businesses that are not compliant with all the requirements associated with sponsorship.

Now, businesses that depend on hiring overseas workers using the Skilled Worker route are at clear risk of losing their sponsorship privileges if they make even the slightest misstep in their compliance obligations.

In the period between July 2024 and June 2025, a total of 1,948 organisations that held Sponsor Licences had their licences revoked. From April 2024 to March 2025, the Home Office suspended a total of 1,723 licences and revoked 1,560 others.

New zero-tolerance policy

These numbers are much higher than those in previous years and demonstrate a clear pattern in how the Home Office has shifted to a zero-tolerance policy regarding compliance oversight, compared to their approach in the past.

Officials from the Home Office have publicly stated that non-compliance will be met with quick and decisive action. Unlike in the past, the Home Office has said there will be little tolerance for administrative errors or procedural oversights that would previously have received a warning.

Home Office raids

In order to strictly adhere to the new zero-tolerance policy, numerous businesses have now experienced unannounced compliance visits and more frequent audits regarding the use of the Sponsor Management System (SMS).

During these compliance visits, the Home Office is also closely checking any recent changes in job roles, salaries, periods of absence, or any other changes that are required to be reported.

Additionally, the Home Office has increased its focus on businesses that are highly reliant on Skilled Workers, such as the care sector, the food and hospitality sector, retail businesses, and construction. The Home Office is also barring employers who demonstrate continuous compliance issues from the sponsor register for extended periods of time.

What should businesses do?

All businesses that hold a Sponsor Licence and employ migrant workers should ideally audit their entire compliance structure to review how they are handling the necessary HR, payroll, recruitment, and legal responsibilities that come with holding a Sponsor Licence.

They need to conduct more frequent right-to-work checks, report any changes to job roles, descriptions, or salaries, ensure salary obligations are being met, and maintain proper record-keeping. Additionally, any changes should be reported to the Home Office immediately to ensure continuous compliance.

To further ensure compliance, businesses can conduct internal compliance checks themselves to ensure they, along with all of their employees, are aligned with the best practices required by the Home Office.

How can A2Z help?

The core foundation of Sponsor Licence compliance requires well-structured HR systems that centre around a meticulous documentation process that rigorously tracks all aspects of a sponsored worker’s time in the UK.

At A2Z Immigration, we can take over the responsibility of managing your business’s Sponsor Management System (SMS) to ensure all compliance requirements are handled correctly. Simultaneously, we can conduct mock compliance visits to ensure your Skilled Workers are aware of how to respond to any queries from the Home Office.

The recent rise in Home Office raids, along with the suspension and revocation of Sponsor Licences, means businesses reliant on Skilled Workers can no longer afford any margin for error in the compliance process.

At A2Z Immigration, we offer a comprehensive range of services, from procuring a Sponsor Licence to maintaining the SMS system for your business.

So, if you are a business that is struggling to maintain the rigorous compliance checks required by the Home Office, or are simply looking to transfer the burden of compliance to a trusted third party, A2Z Immigration can support all of your needs.
